Departmental Statement:
The Operations Control Center (OCC) is responsible for planning and oversight of all aspects of Virgin America’s operation. The OCC team will be focused on long-range planning and daily execution of a highly efficient operation that delivers industry leading performance.


Main Purpose of the Role:
The Dispatcher’s primary role is to provide the highest level of safety and service to Virgin America’s flight crews and guests. Dispatchers will be responsible for planning daily flight operations in accordance with regulatory guidelines, Company standards, guest comfort and on-time performance. Dispatchers must ensure all flights are planed with due consideration given to meteorological conditions, aircraft discrepancies and performance limitations.
Dispatchers will proactively flight-follow aircraft, providing flight crews with timely updates to changes in dispatch parameters and take action to deal with unplanned events/situations.
Dispatchers will assure all stakeholders are informed of significant changes in flight status, aircraft substitutions, delays, unscheduled landings, diversions or cancellations.


Professional and Personal Requirements /Skills & Experience:
Current FAA Aircraft Dispatch Certificate required.
Thorough knowledge of applicable regulatory requirements including two years of dispatch experience with a Part 121 or Part 135 carrier.
Thorough knowledge of weather theory, charts, and reports in METAR format.
Satisfactory completion of the training, testing and checking requirements as defined in Virgin America’s Flight Operations Training Manual (FOTM).
Bachelor’s degree preferred.
Willingness to work rotating shifts, rotating days-off, weekends and holidays.
Must pass a ten (10) year background check and pre-employment drug test.
Possess the entrepreneurial spirit of Virgin America.

Main Purpose of the Role

The Manager, Dispatch / Chief Dispatcher is accountable for the quality of the dispatch release, flight following, and operational control processes, reporting to the Vice President of the Operations Control Center. The Manager, Dispatch / Chief Dispatcher will ensure that all flights are safely and efficiently planned, released and monitored in compliance with Federal Regulations and Company policy/procedures. The Manager, Dispatch / Chief Dispatcher will be responsible for regulatory training of Dispatchers and maintenance of the Dispatch Manual and Dispatcher Training Records. Additionally, The Manager, Dispatch / Chief Dispatcher will ensure Operational Control provided by Operations Managers and Dispatchers is maintained through manpower planning and construction of efficient work schedules. The Manager, Dispatch / Chief Dispatcher is responsible for liaison with the FAA, all regulatory requirements pertaining SAIs and EPIs in the dispatch and operational control areas.


Professional Experience Required


Must posses an FAA Aircraft Dispatcher Certificate

Minimum of two (2) years experience as an Aircraft Dispatcher in a complex Part 121 operation.

Three (3) years supervisory experience within an Operations Control Center department preferred.

Thorough knowledge of Federal Aviation Regulations.

Strong knowledge of Meteorology.

Comprehensive knowledge of ATC procedures.

Possess strong organizational and interpersonal skills.

Demonstrated organizational leadership and customer service skills.

Adept at managing multiple priorities and deadlines.

Prefer bachelor degree.

Last I heard VA dx starts somewhere in the 50-60K range.

POSITION SUMMARY: Will dispatch and/or flight release all flights operated by Great Lakes Airlines. Will assume the duties of Flight Control if directed to do so.

AREAS OF ACCOUNTABILITY:

  • Assist in development and implementation of standard operating procedures.
  • Work assigned dispatch shifts as required to maintain the service of the company.
  • Will be highly knowledgeable of FAR’s, NTSB, HMR and Company Manuals as they apply to dispatch and crew scheduling.
  • Will act as “on call” dispatcher during assigned periods.
  • Will perform all other duties as assigned by the Director of Flight Control.
  • Monitor the progress of each flight. Remain constantly aware of the location and status of all company aircraft.
  • Issue necessary information for the safety of the flight.
  • Cancel or re-dispatch a flight if, in the opinion of the Dispatcher or Pilot-in-Command, the flight cannot operate or continue to operate safely as planned and released.
  • Delay and add flights, amend routing and realign crewmembers as necessary to ensure optimum coverage of and adherence to the published flight schedule.
  • Monitor the weather along flight routes and at all destinations and alternate airports.
  • Prepare Dispatch Releases, and dispatch aircraft and crews.
  • Make timely Flight Following inputs.
  • Monitor the Company Air to Ground communications.
  • Record flight “OUT”, “OFF”, “ON”, and “IN” times and transfer these times into the

Air Mike pretty much hired dispatchers from within the company with a few exceptions. The first group of dispatchers had been Load Planning Supervisors and all had 10 years or more with the company. They ran a dispatch class with the CMI Dispatch Manager (had previously been DX Manager at Hawaiian Airlines) and a CO Dispatch Trainer as instructors and qualified five people as dispatchers before they got their own operating certificate in 1992.

They flew me out from Nashville, TN to Guam for a crew scheduling interview in 1996. I knew a guy who went there as Manager of SOC and he recommended me. There was a little misunderstanding about what they were going to pay, so I was leaning against taking the position. My next check at the airline I was working for bounced, so I went out as a crew scheduler. In effect, I was a local hire as they made me a positive space non-rev to get over there and start the job. About 3 months later, one of the dispatchers left the company and they hired me as a dispatcher. They only had 2 Haole dispatchers (not counting the Dispatch Manager) from 1992 until they did away with the Certificate in 2010. In retrospect I should have stayed there, but the grass is always greener on the other side of the fence (and it was a long way from home).

The staffing was only 5 dispatchers plus the Manager. I don't think they had more than 10 dispatchers total for the company history.
