I'm just wondering about the new DAL's stated preference toward wholly-owned regionals. Not making an assumption, just wondering.

Sounds like all talk. Wholly-owneds may be the most cost effective for DAL right now, but...they still are required to meet the minimum SKYW obligations when deciding whom and how much to reduce, so it seems Comair is always the first one to have to take the cuts. Until DAL owns ALL their regionals again (they missed the boat on that one), having "a preference" for wholly-owneds means nothing.
