I was told yesterday by my 135 Certificate Holder employer that I need to be finger-printed by the end of the month. I wasn't aware that 135 operators were subject to the new TSA rules governing background checks. I've been through this already with my former 121 employer. Anyone else doing this???? Are they going to require 91 operators to do the same????
 
The fingerprinting is because of the TSA's new Twelve-Five Security Program that requires criminal-history records checks for all crewmembers (except flight attendants) of operators utilizing aircraft with MGTOW of 12,500 or higher (note that this is NOT "more than 12,500 lbs", but in fact "12,500 lbs or more". If you've had fingerprinting for access into a SIDA, than you have complied. I'm not sure if process for the 121 operator will suffice. This is not required for 91 Operators as they are not "air carriers". It does apply to 119, 125, 135, and 121 gusy though.

We are currently fingerprinting now. We have to get our fingerprints run, and attend a 4? Hr. ground-training class. Both have to be done by Apr 1. That's about all the details I know on this subject. Oh, the guy at our co. doing this is from the FBI, according to other pilots who got fingerprinted.

Wow. A 4 hour training class. Is that required by the T$A Nazis or your company. My company is only requiring us to get fingerprinted as of now. Funny because i did this over a year ago to get special authorization to fly to the Olympic events in SLC. Now i am getting checked again. :rolleyes:
 
The TSA Security Program requirements have been in the works for awhile now. (started this past summer for the 12-5 program) These requirements are new to most 135 operators and affect those who operate aircraft 12,500 or more (read KA-200 and above). Your company should have by now obtained the Twelve-five Standard Security Program (TFSSP). This outlines all the duty positions and response procedures. You have to "register" with the TSA to get access to the TFSSP. The TSA will also assign your company a login and password to gain access to the secure web site. TSA has finally detailed the procedures to officially obtain the CHRC fingerprints (2/26/03). Use www.asc-csc.com/robots or www.natacompliance.com . I don't know where that leaves those people who have taken it upon themselves to obtain the fingerprints ahead of time and not follow the the described protocols. It does seem that this process is particular to each operator and a CHRC done at one operator can't tranfer to another. I'm sure this is a legal liability issue similar to the PRIA responsibilities commercial operators already have (10 yr employment/training background check) which operators are required to share with subsequent operators. But the CHRC seams to be much more confidential, but I haven't seen any language how this situation should be handled. And yes the training requirements are determined by the TSA through the TFSSP.

I've been told by the people at the TSA that the CHRC is transferable between operators IF the CHRC has been completed according the new process (through the NATA or ASC). I do not think the Olympic screening qualifies. The confusion expressed here is the confusion expressed by ALL operators who must comply with the TFSSP. The NBAA is working hard to straighten things out, but it has proved more difficult than first thought.
 
Anything in writing yet? My main concern is if we as a company are looking to hire someone, can we request the CHRC from a previous employer or do we have to intiate a new CHRC? Has this been addressed yet?
 
If you need to have an airport id with access to secured areas you need the fingerprinting and watch the 4 hour tape. Rules to get an airport id vary from airport to airport. If you don't have this id then someone needs to escort you and you can't be more than 50ft from your aircraft
