Curious about a white 747 out of Andrews

On the arrival into BWI the other day we had a white 747 turning out beneath us coming out of Andrews. It looked like it had a "United States of America" writing on the side like a presidential aircraft but it sure looked white to me. It also appeared to have had some sort of extra pod on the top near the front. Any ideas as to what this was? If it's not appropriate to post the answer or it's classified, then it looked like a DC-8! Thanks.

60 minutes this past Sunday interviewed Leon Paneta on a 747 (white) with a big pod on top near the nose and behind the cockpit. If it was a secret its no secret now. Its the wartime airborne command post. Also the Military channel several months ago had a show on the "doomsday" machine.
 
NEACP was renamed quite a while ago. It's now called the 'National Operations Airborne Center' ... NOAC.

So, they don't call it "Kneecap" anymore?
