    SIC type ratings outside U.S.

    Starting Sept. 6 all SIC's need to be type rated on flights outside U.S. (I knew that was an ICAO requirement anytime we flew abroad) ,but my question is....how are they going to enforce it?? and is Canada & Caribbean also going to be included since ICAO is "not always" govering 100% ?....what...
