Following the completion of a successful organizing campaign of the SkyWest pilots and the NMB
certification vote of ALPA as the SkyWest Pilots bargaining representative, a membership drive will need
to be initiated to encourage all SkyWest pilots to complete membership applications.

Probationary local council(s) will be established by the Executive Council and Local Council Officers and
representatives will be appointed as defined in Article III, Section 10 of the ALPA Constitution and By-
Laws. Following the appointment of the temporary representatives, an informational mailing will be sent
to each pilot letting them know who these appointed volunteers are and information about the process
going forward. An application will be enclosed for them to complete and return to ALPA.

Pilots serving the 12 month company probationary period will apply for apprentice or reactivated
membership (prior ALPA members) during their first year of employment. These apprentice and
reactivated members will NOT be dues obligated while on probation during their first year of employment

and will not be eligible to vote or hold elected office. The apprentice members will be eligible for the
complimentary ALPA insurance programs. Pilots who have completed their 12 month probationary
period will apply for active membership. All applications will be reviewed and require the necessary
approvals as defined in Article II of the ALPA Constitution and By-Laws.

Due to the large number of SkyWest pilots, a six month window between the NMB certification date and
the date ALPA begins charging dues to active members will be needed. During these six months we will:

• Obtain pilot mailing lists
• Mail informational letter and membership materials to the SkyWest pilots
• Engage pilot volunteers to participate in the membership drive
• Receive completed membership applications from the majority of the SkyWest pilots
• Review prior ALPA membership accounts
• Obtain membership approvals
• Create a member account for new members
• Update member accounts for reactivated members
• Produce and mail welcome materials to members
• Initiate nominations and election process for permanent local council representatives/officers
• Update pilot accounts to bill ALPA dues

Our goal is to perform all of the above functions in an efficient manner and provide our new members
with a positive first impression of ALPA. To do so, it is imperative that we process all applications
received prior the date the pilots become dues obligated. By providing the six month window, we will
have more opportunity to perform the necessary administrative functions and avoid back-billing the pilots
who join during the initial months.
