Not being a mechanic, do you have to be a Part 145 facility to do heavy checks or use the aircraft manufactures maintenance program. For example if a leasing company needed maintenance done on stored aircraft in the desert and it wasn't attached to an air carrier certificate?
The only way to get around the FAR's as far as A/C MX is to register the A/C experimental. Otherwise all MX performed on that A/C must be by a certified mechanic or repair station.
I am not an A&P, but I think Ops Check Good alluded to what you are asking. I think that any qualified A&P can do the checks. There are some instances that require an A&P with IA. Hope that helps
