Part 135 to "require" Dispatchers?

Anyone heard anything about possibly requiring Part 135 operators to have dispatchers? Heard something a few yrs back, but can't find anything now. Seems to me it was dependent upon the number of aircraft operated and/or the number of seats (ie. 10 or more aircraft or 10 or more seats) Just curious if I'm imagining things or if the proposal went away.

Havent heard anything about 135 operators. But I have seen where 121 supplemental might be going that way.
