They would have to prove who was onboard. Even if they have a flight log from a flight school or whomever, I don't think that is enough.

I would not if I was an FAA inspector and I'm an a--hole and the local
airport snitch.
Don't see anything outrageous or dangerous going on.
Considering the number of photographers clearly something that was agreed upon or briefed.
