Does the overwater Q route between New Orleans and Miami require HF?
 
No, however FYI, the FAA (Houston Center-ZHU) is testing and using ADS-B over the Gulf of Mexico with great success. Not sure if Miami or Jax Centers are using it yet. But if you have the ADS-B, turning it on couldn't hurt.
 
You will be in Radar Contact and have fine radio reception on those Q-Routes. Cutting through the Gulf is the best!

Basically unless you are making a trans Atlantic or trans Pacific flight, HF is not required. Going to Bermuda does require HF, in fact if you cannot make contact with ATC with a HF radio, you not be allowed to make the flight.

All Gulf and Caribbean flights are VHF.
