I startd doing some part time instructing for fun again(haha) Anyway i have a new student that wears hearings aids but according to him only wears them when needed.. talking to soft spoken people Any problems with him getting a third class does this meet the definition of medical deficiancy and must be listed?

If they weren't prescribed by a licenced health care professional, I wouldn't mention it on the medical questionaire.

Can the student hear the spoken voice at 3 feet, per Part 67?

I think he should be OK. In addition, (I think) deaf pilots can fly in/out of uncontrolled fields.
I have ran into guys at UPS and DHL who had hearing aids.
