Does the EMB-135 have an ATS (Air Turbine Starter)? Or is it electric?

Because I was riding in the back and noticed that the packs never shut off during engine start?
 
The EMB RJ's (135,140,145) have AE3007 engines, and yes, it uses an ATS. The pack valves do automatically close when a start/stop selector knob is rotated momentarily to the start position. The packs remain closed until the ATS valve closes at approx 56% N2, where the engine is "self-sufficient". The reason being is that the apu does not have the bleed air capacity to continue supplying the packs AND supply the ATS; the apu would overtemp, underspeed, perhaps both, and then shutdown.

You may have mistaken the air coming out of the gasper vent (eyeball vent) as "pack air", which it is not. The gasper fan is independent of the packs.
