When will Delta announce the awards for the RFP? Comair has until Oct 2 to submit their bid, but I haven't been able to find anything that indicates when the award will be annouced?

Whenever they feel lik it.

They could announce it a week later or they could never announce anything.

The Northwest RFP closed about six months ago and still no word. I would say they can take as much time as they want. They'll make an announcement at the most financially opportune time for Delta.
