Why on earth does Silver Airways have a ticket counter in ATL?

They go to 5 or more small cities from ATL, and initially they went at it on their own. They gambled, and it appears they might win.

Hmmm.. So they could sell tickets and codeshare with Delta? Thus flying as big as an aircraft as they can staff. (or approved by FAA)
