Confusion on Jeppesen online CFI renewal test question

Help me out here guys. I am a CFI, but I haven't actually flown in over 5 years. I do like to keep my CFI renewed just in case.
I am very puzzled by a test question on the Jeppesen online CFI renewal course. The question asked what the weather requirements were to depart within the boundaries of Class D airspace. Now I chose, and after confirming with the wx requirement chart, the answer of 3 miles, 500 below, 1000 above, 2000 horizontal.....Jeppesen said I got it wrong, and that the correct answer is 3 miles and 1,000 foot ceiling. I am very puzzled by why this is correct, and not the answer I gave. Help me understand this please, thanks.
 
See 91.153 (c).
".................VFR within...............controlled airspace.................ceiling not less than 1000 feet."
 
Look at FAR 91.129 Operations in Class D.
The weather chart just means how far you have to stay away from the clouds when you are flying.
