Okay, since Clutch's thread became a Republic train wreck, does anyone have details of the Compass contract they can post here?
 

Compass Tentative Agreement Overview

Following 11 strenuous months of negotiations and thousands of hours of work and dedication, the Compass Pilot Negotiating Committee is pleased to report that a final agreement has been reached on a new collective bargaining agreement.

As many of you know, instead of the typical Section 6 bargaining process under the Railway Labor Act, the Compass pilots negotiated under an unusual expedited mediation-arbitration process designed to yield a contract in less than a year. The med-arb method was specified in a Letter of Agreement ALPA signed with Northwest Airlines in 2006 prior to the creation of Compass as a wholly-owned subsidiary. This method carried forward into Compass LOA 2007-01 (attached).

On November 19, 2012, we officially announced to the Company our intention to commence negotiations. ALPA and Compass held their first bargaining session in December 2012, which started the 330-day med-arb clock called for under LOA 2007-01. Direct negotiations continued until June 2013, when the parties were joined by experienced neutral Josh Javits.

Under the med-arb method, the mediator-arbitrator works with the union and the company to reach joint agreements on as many items as possible. Items that cannot be mutually agreed upon are presented to the mediator-arbitrator, who weighs the evidence provided by the parties and makes a binding decision.

During the facilitated mediation sessions from June through October, the parties were able to reach a number of tentative agreements on the majority of the open contract issues, which were ultimately ratified by your MEC. Seven open issues remained, which were presented and submitted to Arbitrator Javits on Tuesday, November 4 for his final and binding decision.

Based on the parameters of the LOA, Arbitrator Javits was required to decide each issue by selecting the proposal that more closely conformed to the regional industry standard for carriers operating the same or similar aircraft, or fashioning his own award which more closely conformed to the industry standard.

For comparison purposes, the arbitrator used the following similar carriers to establish the industry standard: ASA, Republic, Skywest, Air Wisconsin, Mesa, PSA, GoJet, and Horizon.

Today we have received the arbitrator’s final decision, and would like to share these and some of the other negotiated highlights of your new collective bargaining agreement.

While certain elements of Section 27 and 28 were adjusted by the Arbitrator to reflect industry average, your MEC and Negotiating Committee believe this outcome addresses key issues identified by the pilots, and advances our goal of moving the bar up in our industry.

While the list below is certainly not meant to be exhaustive, it is provided to give you an idea of the framework for your next pilot agreement.

Issues decided by Arbitrator Javits:
? 3.D: Captain “Date of Signing” (DOS) rate increase: 1.25%

? 3.D: First officer (DOS) rate increase: 1.25%

? 3.D: Annual cost of living pay increase: 1.25%

? 3.G: Pay for voluntary open time pick-up: 125% for a limited window at the closing of the SCP, then reverts to 100% (open time identified as critical remains 150%)

? 4.B.1 Minimum duty amount and whether it is applied to each calendar day:

o Minimum duty period credit: 4.0 hrs

o Applied for each duty period and each calendar day away from base.

? 27.B.2: Premium sharing for medical insurance:

o Maximum of 29% of COBRA cost for employee

o Maximum of 34% of COBRA cost for all other tiers

? 28.B.2: 401k Match and eligibility:

o 9 months – end of 2 years: 50% match up to 4%

o 3 years – end of 5 years: 50% match up to 6%

o 6 years +: 50% match up to 8%


Highlight of Items Negotiated By the Parties:
? Duration of New Collective Bargaining Agreement: 6 years
? Per Diem: DOS-$1.65, DOS+24 months-$1.70, DOS+48 months-$1.80, DOS+60 months-$1.90
? Deadhead pay agreement:DOS-80%, DOS+36 months=85%. Currently-75%.
? Pilots will be able to Bid for Training
? Vacation-3.25 hours vacation day credit, currently 3.0.
? Attached day off before or after vacation, resulting in one additional vacation day
? New unavailability formula to be used, including during vacation months
? Hours of Service-12 days off for 31-32 day bid month, 11 days off for 28, 29, 30 day bid month. Currently 11 days off.
? Long-Call Reserve program will be created
? Increase in sick accrual: 0-24 months-3.0, 25-60 months-3.25, 61-+ 3.50
? Sick calls now paid at 100%
? EDAP date: Longevity date will now be based on date-of-hire. Company will adjust date for all pilots, allowing next pay step to occur sooner.
? Out-of-Domicile paid parking
? Scope: Transfer of assets language
? Junior Assignment Pay: All 150% above guarantee
? Voluntary Open Time Pick-Up: All time paid above guarantee Reschedule Pay: All 150% above guarantee
? Critical Pay: All 150% above guarantee
? Build up line credit of 4 hours on Reserve Days
? Lineholders may bid for CDOs during monthly bidding.
? Training Pay: 4 hours pay and credit for each training day scheduled for 4 hours or more. 2 hours for each training day less than 4 hours.
? Company will now place pilots in downtown hotels when the price is comparable
? Insurance Deductibles: In-Network-$340/$1020, Out-of-Network-$680/$1900
? Out of Pocket Max: $1500 per individual/max $3000 per family (includes deductible)
? Cheaper Prescription Drug Plan: Retail Co-Pay Tier 1: $10, Tier 2: $20, Tier 3: $30. Mail Order Co-Pay: Tier 1: $20, Tier 2: $40, Tier 3: $60
? Preventative Care covered at 100%
? LOA 2007-01: Parties have agreed to use the same mediation-arbitration process in the next round of negotiations with 180-day early opener.
Over the next few months the parties will be working toward assembling contract language, establishing an implementation timeline, and formatting the sections for publishing. Current plans are to hold roadshows over a two-week period in early to mid-December.
