Im looking for a good hotel to stay at(and Affordable) near Houston Airport (IAH),for a couple of days.

The Quality Inn Intercontinental has an airline crew rate of $31 per night. It ends up being about $37 after taxes. That is THE cheapest rate at IAH. They have 24 hour van service, and is probably the closest off-airport hotel.
 
I called and they told me the best pilot rate was $49.00. Where did this $31 rate come from?
