My take is that a lot of the time on property/time off property that they are trying to determine affects relative seniority between the pilot groups for the SLI. As it said, it can never change your seniority within your own pilot group. But, when comparing pilot groups, it may affect where a general section of the CAL list gets placed against a general section of the UAL list.
