It's hard to say but the NDB is the only approach available to him at that airport. If he had the visibility, he would most likely try the approach, expecting to go missed but hoping to see the airport. I'm not sure when the RNAV approaches became available but that aircraft (or any of Airpac aircraft at the time) wasn't equipped with GPS. The RNAV approaches bring you about 1,000' lower than the NDB at that airport.
