There is still a fence for the 744 CAPT/FO, so no DL pilots could currently hold it unless there was a bid and no current FNWA pilots bid it. But, looking at the list, yes, a 13 year DL FO could hold 744FO, seniority wise. I assume when that fence comes down soon, that the 744 will be even more senior, with plenty of FDAL pilots bidding over to it.

As Lumberg stated, 13 year DL pilots can hold DC9 Capt and MD88 Capt, barely. The 777 FO seat is more senior than the 744, so I don't know if 13 year guys can hold that currently.
