Thank you all for your informative posts in response to my question. I think that GA should be able to continue to self police. We are already regulated heavily and we do not need new regs in response to this issue. Being more aware of what is going on is the best idea mentioned. The instructors need to be aware of their students and do what they can to encourage those who are fit to fly and discourage those who are not fit to fly. Sometimes this can be difficult to tell.
