Can anyone help me understand the difference between the maroon Grid Mora Values of 14,000 ft or greater, and the green for anything less than 14,000 ft on the High Altitude Enroute Charts. Thanks.

The 14,000 foot boundary IS the difference between the two colors. There is another difference for the Grid MORAs over terrain of 5001 feet or more and that is that the guaranteed terrain clearance is 2000 feet vs. 1000 ft for lower terrain. I guess one would never see Grid MORAs of 61 through 69.
