With Supply and Demand of pilots favoring pilots more now, is it likely that LCC's will be hiring pilots with no Turbne PIC but maybe 4000 TT and 2000 Turbine?

TPIC is only officially required by SWA and FedEx. Everyone else may prefer it but it is not officially required. It seems your question was in regards to LCCs only. Virgin, Spirit, Frontier, Allegiant, and JetBlue have all hired pilots without any TPIC. Network if you can and even if you don't have connections, apply to them all. In terms of legacies, I know of pilots that were hired at United and Delta with 0 TPIC.
 
Something to consider; yeah- probably >95% of the majors/legacies/LCCs hiring in the recent past and for the foreseeable future will be pilots from regional carriers.
It is well known in the industry (and certainly by recruiters/interviewers) that some carriers, such as Eagle, have extremely LLOONNGG upgrade times. Knowing this, lack of TPIC is completely understandable due to no opportunity to gain it.

Now, the flip side of the coin; any interviewer who is worth their salt knows about trends in the industry, upgrade times at various carriers, etc. If you try to claim that you've been at Great Lakes for 5 yrs and was never given the opportunity to upgrade, the interviewer will obviously know you're full of sh*t. Aside from knowing you lied, he's now wondering if: 1) you busted upgrade once or more than once (which PRIA will tell anyway) or 2) you bypassed due to QOL or other issues.

Bottom line; these airlines (like regionals) are hiring future captains, not career F/Os. Many carriers like mine have an "up or out" clause-- as in you can bypass upgrade once or twice, but eventually it's up or out. If the only reason you have "0" in the TPIC column is your misfortune of timing in the seniority scheme and you were never given the chance, I think you're given some slack. How can any reasonable person fault you for that? If you did bypass and are asked about it, have a good reason and make sure you indicate you now regret it a bit.

They won't call you unless you know someone, at least currently. Maybe in 6 to 12 months. With pic though they look at you differently. Good luck!
