    Career about over

I have a friend who had a couple of run-ins with the law over 35 years ago and was told the info was removed from the record (it was a scam.... but hard to spot) and has put NO on the arrests and convictions. Last year after a stop in Canada with FBI record, the whole mess of rehabilitation, a lot of money, straightening out the record local and FBI to make it all legal there (it should be official in a few months) got everything straight on the record.
BUT the straightening it all out, seems to have exposed the two uncharged arrests and a broken mailbox which was replaced so that is a guilty plea which means a conviction!!!!!
    How can one become legal?
Believing this was not an issue might seem foolish, but everything over the years had shown "NO" was true.
I am sure these are not offenses that would disqualify the licenses, but we don't know how to check "YES" and what to do next especially after so many years!!
ANY help would be appreciated. 1st class medical is coming up and needs it right!
