    ATC climb?

    I have in front of me the hedley departure out of MIA. What is "ATC Climb?" for example: Rwy 8L: min obstacle climb of 382' per NM to 300', minimum ATC climb of 500' per NM 520'. I understand climb gradients and all, but never seen ATC climb. Thanks in advance.
